Strengths


Radiation is a great debuffing set, with auto hitting debuffs.  Also, radiation debuffs are highly sought after for killing AV's in the late game. 



Phantom Army and Phantasm combined can allow a team to get by without a tank to hold agro at a push.




Recall friend and Superior Invis allows for easy completion of Hollows Trial.



Superior Invisibility, Hover, Phantom Army and Phantasm allows for "tanking" of Hammidon.



Confuse allows late game sappers to be used as temporary team members without losing XP due to enemies killing each other. 



 


Weaknesses

Teleport can suffer from lag on some servers.  Also, although teleport is fast, it cannot
get you directly to surfaces that you cannot see by line of sight.  It has been chosen for this build to allow for easy completion of Hollows Trial.



Lacks offensive "punch" until Phantom Army.



  


Other

Teleport is the fastest travel power in the game.  But, like Marmite, it is something that you either love or hate.  It's inclusion here is primarily because of its usefulness in completing the Hollows Task Force.  This consideration has also pushed stamina back until level 22.



Group invisibility has been left out as most situations that would require a party to "ghost" can equally well be achieved by travelling there invisibly and using recall friend to bring the party to you.  The exception would be PvP, but this build is PvE based.



Lingering radiation was viewed as bringing too little to the build.



Fallout, while giving great damage in a good area requires a party member to have died.  While deaths in the party are a fact of life it should be avoided in good teams and so the power was left out.  YMMV.
